Dimitris Fourlaris holds a degree in Electrical Engineering (Energy) from NTUA and a Master of Science in Techno-Economic Systems from NTUA – EKPA – PAPEI.
He has been working in the field of energy for 36 years, starting as an Operating Engineer, at the Kardia lignite power station in the General Directorate of Production of PPC at first and at the Energy Control Centers of the General Directorate of Transport of PPC later on.
In 2001, with the deregulation of the Energy Market in Greece, he joined the staff of HTSO. From 2001 – 2012, he was responsible for the System Operation Security, successively occupying the positions of Head of Sector and Director of the System Control Operation Division of HTSO, while implementing the necessary reforms in accordance with the EU Directives for the liberalization of the Energy Market. He managed significant crises in the Transmission System, dealing with the high loads of the summer periods between 2005 – 2009 and shortages of natural gas in 2008 & 2012.
From 2012 – 2015, with the creation of IPTO, he continued as Director in the same Department.
During the period of 2015 – 2021 he successively served as Director in the Strategy, Planning & System Development Department and Asset Management Department of IPTO.
He also participated in Working Groups of the former UCTE (now ENTSO-e) from 2002 – 2006, while from 2006 – 2015 he was a member of the System Operation Committee of ENTSO-e.
He has published articles in several scientific journals.
In May 2021, he was appointed Second Vice President of the Regulatory Authority for Energy (RAE).
